This is an original recognition certificate, signed in blue pen by Fidel Castro Ruz in 2003. These certificates were issued by the Cuban government for recognition of individual citizens for acts of special service to the Republic. This particular certificate was given by the government of the province of Matanzas for participation in the restoration of the museum building in the capital. Normally the procedure was for Fidel to sign these awards and the person's name was added prior to the award presentation. This appears to be an extra, never specifically issued to a named participant. Extras like this, signed by Castro but never used, were often sold by the provincial government to raise money.
